AnimalTown Towny server kits

Every 12 hours:
-Iron Pickaxe
-Iron Axe
-Iron Hoe
-Stone Sword (Because its a builders kit, not used for pvp ;3)
-64 stack of stone
-Basic leather armor
-6 Bread

Seems balanced for building. What do you guys think?

Every week a king may get a kit:

Train Kit: 10 carts and 32 normal track, and 16 redstone track. Pulse 4 blocks of red stone.

Town Kit: 128 wood, 128 stone, 6 doors, two iron door, two buttons, 64 bricks and logs.

Every week a mayor can get a kit:

Warrior kit: Two sets of iron armor, axes, pickaxes, plows, and swords. Plus you get a horse too.
Builder Kit: 64 wood, 64 stone, 3 doors, one iron door, a button, 32 bricks and logs.
Farmers market kit:32 sugar cane, melon seeds, pumpkin seeds, wheat seeds, potato seeds, and carrot seeds.

A User can get one of these kits per a week:

Armor Kit: All leather armor and wooden tools
Fishers Kit: two boats, fishing rod, 10 carrots, and a fish.
Brewers kit: A brewing stand and some bottles.
Starter Kit: 32 wood, wooden pickaxe and plow, plus 10 wheat seeds.
Farmers Kit: Stone plow, 10 melon, carrot, wheat, and potato seeds.

Every 8 hours

I feel that such kit is for people that only uses the kit once to build a starter home.. after that, its useless.

How would the kits be recieved? or how would you get different kits?

Would there be kits for non-donators as well?
